I. Einleitung
Das Schiedsgericht erklärt hiermit die Eröffnung eines unabhängigen humanitären Untersuchungs- und Feststellungsvorgangs in Zusammenhang mit Maßnahmen der zivilen Einrichtung Polizeipräsidium Unterfranken.

II. Zuständigkeit
Das Schiedsgericht handelt als neutrales, unabhängiges und unparteiisches Organ im Sinne der Genfer Abkommen von 1949.

I. Introduction
The Arbitral Tribunal hereby declares the opening of an independent humanitarian investigation and determination procedure in connection with measures taken by the civilian institution Police Department of Lower Franconia.

II. Jurisdiction
The Arbitral Tribunal acts as a neutral, independent, and impartial body within the meaning of the Geneva Conventions of 1949.
