Mit sofortiger Wirkung wird hiermit völkerrechtlich verbindlich festgestellt und öffentlich bekanntgegeben:
Die oben genannte Anschrift ist ab sofort konsularischer Bereich und Außenstelle des Schiedsgerichts gemäß den Genfer Abkommen von 1949 für den Bereich Österreich.
Dieser Ort steht fortan unter dem besonderen Schutz des humanitären Völkerrechts, insbesondere nach Art. 3, 7, 30, 31 sowie Art. 146–149 der IV. Genfer Abkommen von 1949.
Jegliche staatliche oder nichtstaatliche Maßnahme, die sich gegen den konsularischen Bereich der Außenstelle, ihre Verantwortlichen oder dort geschützte Zivilpersonen richtet, wird als völkerrechtswidrig und als schwerer Verstoß gegen die Genfer Abkommen von 1949 gewertet und zur internationalen Ahndung gebracht.
Das Schiedsgericht weist ausdrücklich darauf hin, dass jede Außenstelle gemäß den Genfer Abkommen von 1949 von allen Vertragsstaaten besonders geschützt werden muss.
Das Schiedsgericht erinnert an das Nichtschädigungsprinzip des humanitären Völkerrechts: Wo kein Schaden entstanden ist, darf keine Maßnahme, Strafe oder Repressalie gegen geschützte Zivilpersonen oder diplomatische Einrichtungen verhängt werden.
Diese Schutzschrift dokumentiert die internationale Verantwortlichkeit aller Stellen, die in Bezug auf diese Außenstelle tätig werden.
Mit völkerrechtlich verbindlicher Bekanntgabe im Auftrag für die Zentrale Stelle des Schiedsgericht gemäß den Genfer Abkommen von 1949.

L’indirizzo sopra indicato è d’ora in avanti area consolare e sede distaccata del Tribunale Arbitrale secondo le Convenzioni di Ginevra del 1949 per il territorio Austria.
Questo luogo è posto sotto la speciale protezione del diritto internazionale umanitario, in particolare ai sensi degli artt. 3, 7, 30, 31 e 146–149 della IV Convenzione di Ginevra del 1949.
Qualsiasi misura statale o non statale contro l’area consolare della sede, i suoi responsabili o i civili protetti sarà considerata illecita in diritto internazionale e come grave violazione delle Convenzioni di Ginevra del 1949, perseguibile a livello internazionale.
Il Tribunale Arbitrale sottolinea espressamente che ogni sede distaccata, ai sensi delle Convenzioni di Ginevra del 1949, deve essere particolarmente protetta da tutti gli Stati contraenti.
Il Tribunale ricorda il principio di non-danno del diritto umanitario: laddove non vi sia danno, non possono essere imposte misure, punizioni o rappresaglie contro civili protetti o istituzioni diplomatiche.
La presente protezione documenta la responsabilità internazionale di tutti gli organi che agiscono in relazione a questa sede distaccata.

With immediate effect, it is hereby formally and publicly declared:
The above-mentioned address is henceforth the consular area and branch office of the Arbitral Tribunal under the Geneva Conventions of 1949 for the territory of Austria.
This location is under the special protection of international humanitarian law, in particular Articles 3, 7, 30, 31 and 146–149 of the Fourth Geneva Convention of 1949.
Any state or non-state measure directed against the consular area of this branch office, its responsible officers or the protected civilians there will be deemed unlawful under international law and a serious violation of the Geneva Conventions of 1949, subject to international prosecution.
The Arbitral Tribunal expressly points out that every branch office, under the Geneva Conventions of 1949, must be specially protected by all Contracting States.
The Tribunal recalls the non-damage principle of humanitarian law: where no harm has occurred, no measure, punishment or reprisal may be imposed against protected civilians or diplomatic institutions.
This protection letter documents the international responsibility of all entities acting in relation to this branch office.
